How Fast Does a Portable EV Charger Charge?
It depends entirely on the outlet you plug it into — here are the real range-per-hour numbers for each, and what caps them.

A portable charges as fast as the outlet you plug it into. On a standard 120V outlet it is Level 1: roughly 3–5 miles of range per hour. On a 240V outletit is Level 2: around 25–30 miles per hour at 32–40 amps. The portable itself is not the limit — the outlet, the circuit, and your car's onboard charger are.
120V vs 240V — the big split
The same portable can often do both. Plugged into a normal wall outlet it trickles at Level 1 speeds, which is fine as an emergency top-up but hopeless as a daily charger. Plugged into a 240V outlet like a NEMA 14-50 it charges at real Level 2 speed. The full contrast is in 120V vs 240V charging.
Amperage sets the Level 2 speed

What caps the speed
You always get the lowest of three ceilings: the outlet/circuit rating, the portable's amperage setting, and your car's onboard AC charger. That is why a 40-amp portable on a 30-amp outlet must be dialed down, and why a car that only accepts 32 amps will not go faster on a 40-amp portable.
